Get-Process -Id (Get-NetTCPConnection -LocalPort 5080 -State Listen).OwningProcess

The equivalent of netstat -ano | findstr :5080

With the executable path:

Get-Process -Id (Get-NetTCPConnection -LocalPort 5080 -State Listen).OwningProcess |
    Select-Object Id, ProcessName, Path

Kill:

Stop-Process -Id 12345 -Force
